Course Objectives
The goal of this course is to review the basic concepts and terminology of Telecoms Project Management, Project planning concepts, the Nine Knowledge Areas in Project Management, and Telecoms Cellular Roll-out Management. The participants will become familiar with the basics of defining the project, planning the project, implementing the plan and completing the project. Furthermore they will learn about the project management processes of initiation, planning, execution, controlling and closing. We will address the following topics.
  • The Systems Management approach to Telecoms Project Management in inputs processes and outputs.
  • The S.M.A.R.T. methodology of Scope Definition.
  • Review and analysis of the meaning of Project Management, Projects and Programs. Also the Project Planning Basic Concepts.
  • Project Management analyzed as a science and as an art.
  • Scope and Strategy in definition, brainstorming, analyses, and project objectives.
  • Reviewing of the steps leading to Project Initiation and Negotiation.
  • Analyzing the relationship of the Project Management knowledge areas in Telecoms Project Management in terms of Integration Management, Scope Management, Time Management, Cost Management, Quality Management, Communications Management, Human Resources Management, and Procurement Management.
  • Integration Management in terms of Project Plan development, execution and change control.
  • Scope Management from initiation, planning, definition, verification and change control.
  • Time Management in terms of activity definition, sequencing, duration estimating, schedule development and control.
  • Cost Management in resource planning, estimating, budgeting and control.
  • Quality Management planning, assurance and control.
  • Human Resources Management organizational planning, staff acquisition, and team development.
  • Communications Management planning, information distribution, performance reporting and administrative closure.
  • Risk Management planning, identification, qualitative, quantitative risk analysis, risk response planning, monitoring and control.
  • Procurement Management planning, solicitation planning, solicitation, source selection, contract administration and contract closeout.
  • Applying Telecoms Project Management in a Cellular Roll-out Management and the Roll-out Plan Basic Concepts.
  • Roll-out Coordination Management concepts consisting of the network planning, transmission planning, site acquisition, civil works construction, telecoms implementation in terms of the microwave implementation, HDSL, base transceiver stations (BTS), base controller stations (BSC), MSC, NSS, OSS, etc.
  • Scheduling, forecasting and reporting to control the progress of the roll-out from the start of the surveys, planning and site acquisitions, civil work and tower constructions, to the actual integration and putting the site on-air of the sites.

Course Overview
 
Telecoms Project Management is a 5-day course focusing on a basic concepts and terminologies of Telecoms Project Management, Project Planning, the Nine Knowledge Areas of Project Management and especially Telecoms Project Management application in Cellular Roll-Out Management.

Course Outline
Day 1 and 2

  • Overview of Basic Concepts and Terminologies of Project Management and Project Planning

  • Introduction & Basics of Project Management and Project Planning
    • Evaluate the reasons why projects fail and how we have gone about it
    • Basics of defining the project, planning the project, implementing the plan and completing the project.
    • The project management processes of initiation, planning, executing, controlling and closing.
    • Systems Management approach to Project Management.
    • Approach to Project Management in inputs, processes and outputs.
    • The S.M.A.R.T. Way of Scope Definition.
    • Review and analysis of Project Management, projects and programs.
    • Project Management analyzed as a science and as an art.
    • Application of the basic tools and the secret of getting things done through people.
    • Scope and strategy in definition, brainstorming, analyses, and project objectives.
    • Review the steps to get started in projects and project planning basics.

  • Assessment (at end of the day 1 and 2)

  • Reviewing the participant`s knowledge on the basics of Project Management and project planning

Day 3 and 4

  • Analysis of the relationship of the Project Management Knowledge areas from PMBOK in Telecoms Project Management in terms of Integration Management, Scope Management, Time Management, Cost Management, Quality Management, Communications Management, Human Resources Management, and Procurement Management.
    • Integration Management in terms of Project Plan development, execution and change control.
    • Scope Management from initiation, planning, definition, verification and change control.
    • Time Management in terms of activity definition, sequencing, duration estimating, schedule development and control.
    • Cost Management in resource planning, estimating, budgeting and control.
    • Quality Management planning, assurance and control.
    • Human Resources Management organizational planning, staff acquisition, and team development.
    • Communications Management planning, information distribution, performance reporting and administrative closure.
    • Risk Management planning, identification, qualitative, quantitative risk analysis, risk response planning, monitoring and control.
    • Procurement Management planning, solicitation planning, solicitation, source selection, contract administration and contract closeout.

  • Assessment

  • Knowledge and application of the Project Management knowledge areas.

Day 5

  • Analysis and application of Telecoms Project Management with an interactive session on a Cellular Roll-out Management and Roll-out Planning Basics.
    • Roll-out project management consisting of the network planning, transmission planning, site acquisition, civil works construction, telecoms implementation in terms of the microwave implementation, HDSL, fiber, base transceiver stations (BTS), base controller stations (BSC), MSC, NSS, OSS, etc. for the 2G GSM and the 3G WCDMA technology.
    • Project management scheduling, forecasting, roll-out plan and reporting to control the progress of the roll-out from the start of the surveys, planning and site acquisitions, civil work and tower constructions, to the actual integration and putting the site on-air of the sites.
    • The course will end with simply exercise on roll-out planning as well as Lessons Learned session that each individual has achieved during the course. A summary review with the important pointers of being a very successful Telecoms Project Manager in Cellular Roll-out Management.
